MINUTES OF IMSF ANNUAL CONFERENCE 2007

Please find below the minutes of the Steering Group meeting held on 16th April and a list of papers delivered at the 2007 annual conference hosted by DNV. The Forum wishes to thank DNV for their support and assistance in making the event a success and for the provision of two excellent venues.

Attended by approx 30 people at its height, the conference was a success, bringing together a mixture of governments, classification societies, brokers, EU representatives, ports and academic institutions with a common interest in improving the quality and scope of use of maritime statistics.

The Steering Group are now able to confirm that the 2008 meeting will be held in Poland and sponsored by the Maritime Institute Gdansk (MIG). Exact dates have yet to be finalised and further information will be presented on this website when it becomes available.

MINUTES OF THE MEETING OF THE IMSF STEERING GROUP - HELD AT THE OFFICES OF DNV PETROLEUM 16TH APRIL 2007

1. Steering Group activity
There was some concern that members of the IMSF were unsure of the role of the Steering group or what discussions took place there. It was agreed that John Dowden would, during the opening speech, draw attention to the activities of the Steering group in arranging and co-ordinating the event. In addition, the Chairman would invite other members of the Forum to become part of the steering group on a voluntary basis.

2. Re-election of Chairman and Secretary
The constitution calls for election of the Chairman and Secretary every three years. The process was due to be carried out this year and it was decided that Colin Cridland will lead by announcing the opportunity to stand to those present at the Conference at the opening, with the election to take place on the following day.

3. Constitution Amendments
Old and new constitution papers were prepared for circulation at the opening of the Conference. A vote will take place to accept or reject the new Constitution as appropriate. If accepted, the new Constitution will be made available on the website.

4. IMSF Promotion
Members of the steering group were asked to promote the functions of the IMSF at any available opportunity. To this end, the following was agreed:

  • a) the Group will print off PR documentation on the website and present it to any potential members.
  • b) In addition, business cards to be designed and printed through LR-F Fundacion Valenciaport and USACE for steering group members to always have available. The cards would consist of basic information as to the purpose of the IMSF and website information on the back.
  • c) Links to IMSF from company websites to be encouraged - Llist and LR-F.
  • d) Trade press coverage to be actively sought within LList and Fairplay.
  • e) Press book. It was agreed that any publicity should be kept in a centralised location. All Group members to direct any published material to LS for storage / putting up on web.

ACTION: LS - to design cards & present to group for approval. Cards to be printed by EP, LS and DMcD. WM to arrange for web link from Lloyd's List website. WM / LS to look at all opportunities for write-ups of the event in trade press. LS to maintain IMSF library of press / papers

5. MARAD
Doug McDonald was asked to investigate with MARAD their absence from the Conference and whether they still wished to be a part of the Forum. In addition DMcD will look at the situation regarding the continued hosting of an out of date IMSF site by MARAD.
ACTION: DMcD for investigation

6. Asia Regional Rep
As Peter Malpas was no longer available to be Asian Representative of the IMSF, Colin Cridland was asked to temporarily take his place. In the meantime, it is hoped that a local alternative could be found amongst the delegates this year.

7. Next Conference
The Group was pleased to accept a provisional invitation from US Army Corp of Engineers for hosting the conference in 2009. It was proposed to approach Urzula from MIG to see if they were amenable to host the event in 2008.

8. Future of IMSF
CP raised the issue of the longer term survival of the organisation. Are we achieving enough to justify our existence? It was felt there should be a more proactive attempt to define the topics rather than just asking for papers. We should have a clear vision. Establish links with the commission through DGTREN and IMO. Lets have our name mentioned during discussions of maritime policy at European Commission. We should promote ourselves as a formal association to support decision making processes at these forums.
ACTION: CP/WM/JD/CP to explore further at Steering meetings.
